  As a member of the San Diego Police Department’s Child Abuse Team in (1998), Phyl Peltier was frustrated when he encountered his first burn case, and found no practical methods in place for determining whether the case was accidental or non-accidental. Out of that frustration, and after inquiring of doctors and prosecutors through a trial and error basis, Peltier began to develop his interest in and technique for evaluating suspicious burn injuries.

   In 1997 and 2001, the US Department of Justice published Mr. Peltier's work and immersion burn worksheet in its portable guide "Burn Injuries and Child Abuse."  This guide is disseminated to all 50 states and is also used internationally. (You may order this booklet directly from this website)  Phyl began teaching his burn investigation techniques in 19??, and began consulting on burn cases almost immediately. Since that time, Phyl has taught throughout the United States, Canada, and recently returned from England. He is scheduled to make presentations in Australia in 2004. He has also qualified as an expert witness on burn injuries in several courts, including the (Queen’s Court ) in Australia Phyl’s expertise is not limited to burn injuries, however. He also teaches investigative techniques on the broad spectrum of child abuse, bites, and fingerprints.

 
 
     
  Today  
 

  Mr.  Peltier is now retired after more than 29 years of Law Enforcement Service. Phylip Peltier has served as a criminal investigator for the Butte County District Attorney’s Office in Oroville California, for the past two years. Prior to that time Mr. Peltier was an Investigator for the San Diego County District Attorney’s Office for 13 years, and served on the San Diego Police Department for 12 years. Much of this time in law enforcement was spent in the investigation of child abuse. During his tenure with the S.D.P.D, Mr. Peltier developed the Immersion Burn Worksheet, now recommended and published by the United State Department of Justice and distributed to law enforcement agencies both nationally and internationally.

  Mr. Peltier has testified as an expert witness in suspicious burn injuries in criminal prosecutions. An instructor in the investigation of child abuse, as well as suspicious burn injuries, since 1981, Mr. Peltier received the Excellence in Instruction Award from the Robert Presley Institute of Criminal Investigation for 1999-2000. Mr. Peltier continues to research the area of burn injuries and is currently teaching, consulting and investigating cases in the United States and many international locations.

  Published in the APSAC Advisor and for the American Bar Association. Co- authored a booklet for the Juvenile Justice Resource Center and the United States Department of Justice, entitled, BURN INJURIES IN CHILD ABUSE. This booklet is now in its second printing.

  Investigations  
  Consulted and assisted in the investigation of suspicious burn injuries with local state and foreign agencies on numerous occasions.

Testified in California as an expert in the areas of Child Abuse, Burn Injuries, and Fingerprint Comparison.

Qualified in the state of Iowa as a burn expert and testified in a case involving the death of a three-year-old child.

Subpoenaed on three occasions as an expert on suspicious burn injuries regarding specific cases I investigated in the state of Arizona.

Conducted burn investigation at the request of Dr. Michael Ryan, New Children’s Hospital, Sydney Australia and was qualified as a court expert and subpoenaed for court appearance.
Currently investigating numerous suspicious burn injury cases from California and other states and assisting in the recreation of those burn incidents.

Research in the area of suspicious burn injuries involving children and adults, is continuing on a daily basis..
