Phylip has been a presenter in the area of Cognitive
Interview and Confrontational Interrogation since 1994.
He presents several times annually for the Robert Presley Institute of
Criminal Investigation. This is part
of the CORE Investigative course through P.O.S.T. (Police Officer Standards of
Training) in
California
.
As part of this class, Phyl also presents a four hour presentation on
Miranda Law.
This class is presented from an experiential learning base and includes
active student participation throughout the three day class.
On the third day, professional actors are brought in to test the skills of
the students. Each student
interviews or interrogates an actor for approximately 40 minutes in a real life
scenario.
The student response to this reality training is outstanding and regularly
the highlight of the two week course.

PRIVATE INVESTIGATIONS
For
more than 20 years, professionals from all related disciplines, have contacted
me to assist them in the investigation of suspicious burn injuries and other
forms of child abuse. This has consisted of report review, photo analysis
of injuries, discussions related to causation and force , phone consultations
and more. Some cases require my own personal investigation, report
preparation and occasionally court room testimony as a certified
expert.
Traditionally the initial contact is by phone or
e-mail. I do not request specific information or opinions at this
time. I prefer to view photographs, when available, and report back to the
requestor what facts I have determined from this limited information. This
eliminates the possibility of me simply agreeing with you and your local
professionals, vs., forming an independent and un biased conclusion,
strengthening credibility. I will, when necessary, request further
facts to determine if the initial history given by a caretaker was factual or
not. Photographs can be sent postal or sent via e-mail. This
practice has proven very successful, not only on a local basis but in numerous
cases in other states and countries.
Although employed by Police Departments and Prosecutor
Offices during my career, I have been responsible for exonerating as well as
prosecuting offenders as a result of my investigations. When I investigate, my
personal goal is to seek out the truth of the matter. My services have
been sought by Prosecutors and Defenders alike.
