Burns / Bites & A Case Study in Torture

Phylip J. Peltier: Mr. Peltier
retired as a District Attorney Investigator in 2003 after 29 years
in Law Enforcement that also included Patrol and Investigations
assignments at the San Diego Police Department. Much of this time
in law enforcement was spent in the investigation of child abuse.
During his tenure with the SDPD, Mr. Peltier developed the Immersion
Burn Worksheet, now recommended and published by the United States
Department of Justice and distributed to law enforcement agencies
both nationally and internationally. Mr. Peltier has testified as
an expert witness in suspicious burn injuries in criminal
prosecutions. Mr. Peltier is a graduate of the P.O.S.T. Master
Instructor Development Program. An instructor in the investigation
of child abuse, as well as suspicious burn injuries, since 1981, Mr.
Peltier received the Excellence in Instruction Award from the
Senator Robert Presley Institute of Criminal Investigation for
1999-2000 and 2005-2006 and continues to present his training both
nationally and internationally. Mr. Peltier designed this
training seminar and is the course administrator.

Pamela Lawson: Pam Lawson has been
at the San Diego Police Department for 20 years. Lawson has been at
her current assignment on the Child Abuse Team for nine years.
Detective Lawson has investigated over 500 cases of child abuse
including molests, physical abuse, and infant deaths that have
required attending numerous autopsies. Lawson has been
presenting a variety of training courses to both law enforcement and
the public since 1989. She is currently a primary trainer in the
Child Physical Abuse training course offered by the California
Police Officers Standards of Training. Detective Lawson was also
the recipient of the Officer Of The Year award presented by the WPOA
as well as the International Women’s Police Officer’s Association
in 1990.

Rodger Ruge:
Mr Ruge retired medically after 18 years of law enforcement
with the San Rafael and Santa Rosa Police Departments in
California. Mr. Ruge participated in the prestigious California
Peace Officer Standards and Training Master Instructor Development
Program (MIDP). MIDP is a year long program based in instructional
system design. To increase his developing expertise in wellness,
Rodger became certified as a personal trainer for law enforcement
through the Cooper Institute. In addition, Mr. Ruge became
certified as a stress management trainer through Dr. John Mason at
the Stress Education Center. After his retirement, Mr. Ruge started
his own business, Ready Force Inc., where he teaches the highest
levels of personal safety, awareness and stress management
training. Mr. Ruge is also the author of The Warrior’s Mantra,
Barricade Books Inc. His book focuses on teaching the reader how to
use the ancient technique of mantras or positive affirmations to
condition the mind to survive critical incidents.

I Know About Burns

When was the last time you were in a classroom or conference
center and the presenter was reading from his notes, or worse yet, reading the
powerpoint slides to you while you read them from the very notes the presenter
made available to you before the class? This type of training is not only
archaic and boring but most of all, unsuccessful. It is said if you see
you forget, hear you remember but when you do you LEARN.
When Mr. Peltier presents a class it is taught from a
"hands on" experiential perspective. Learners will participate
in a variety of experiments, scenarios and role play. When the learner
leaves the seminar, they will know it to be true because they have physically
proven the facts to themselves. In short. Mr. Peltier will soon turn over
the responsibility of Teacher, to the learner and will facilitate the
learning process.
Mr. Peltier takes a difficult subject and presents it with high energy,
experiments, light humor and insight. His passion is second to
none. The result of this very unique presentation style has resulted
in numerous invitations to return the following year. Most of his
invitations come from students who attended previous seminar
presentations. Comments such as; " Bring him back next year. I
don't care what subject he teaches" are very common.
LEARNING OBJECTIVES
ONE: The learner will understand the differences between various types of burns. ( wet
vs., dry contact burns)
TWO: The learner will, in most cases, be able to determine accidental vs. non-accidental injury, based on investigative recreations, evidence collection and interview / interrogations techniques.
THREE: The learner will view and understand the importance of crime scene photography and how it relates to evidence, medical and legal opinions and demonstrative evidence presentation in the court room.

Time - Temperature- Skin Sensitivity and the Burn Formula. Practical Exercise
with Blue Dye.
HOUR TWO: Pattern recognition and case studies. Exercises
using blue dye. Sparing explained and the importance to the investigation
HOUR THREE
and FOUR: Hour three continues with case studies including
practical exercise with cigarette lighters and final exercise using blue dye.
NOTE: The entire class is taught from an experience base learning technique. The class will participate throughout the three hour session. The class will learn by doing. The class will become teachers allowing the primary instructor to become the facilitator to their learning.
